Sheriff Patrick "Pat" W. Baker is the sheriff of the Smith Haven County Sheriff's Department from Smith Haven, Washington. In September 18, 1994, on the day of Sara, his daughter's 5th birthday, Sheriff Baker has taken his 8-year old son, Kurt Patrick Baker, into custody after the murder of his wife, Trina Allison Baker, and had him committed to the Yellow Glen Psychiatric Treatment Center where he was diagnosed with schizoaffective disorder, dissociative personality disorder, and catatonic.

In 2007, Sheriff Baker was signing some papers for a transfer to a maximum security hospital, Fairview, after Kurt has become unresponsive to Yellow Glen's treatments. When finding out that Kurt has escaped, Pat followed the trail of murders he commits under the identity of one of the security guards of the treatment center, Gary Jordan, back to his house. Patrick found him about to stab his daughter, Sara, he shoots him dead, however, the reason being is to cover up a horrible secret.

It turns out, Patrick W. Baker is a pedohpile. Sheriff Baker does this given he dresses up as a party clown and was keeping it a secret. This left Kurt traumatized, not only he molested his own son but also revealed that he murdered his wife, Trina, to keep it a secret and letting him take the blame for her death.

Patrick is the husband of the late Trina Allison Baker, his first wife, the late Jolene Baker, his second wife, and Mrs. Baker, his third wife, the father of Sara Baker and the late Kurt Patrick Baker, and the stepfather of Mrs. Baker's son.

Given his past actions with Kurt, Sheriff Pat Baker was gonna make history repeat itself with his stepson. Fortunately, however, this incident was prevented when he became a target of the Anti-Hunters.
