Lucien Green is an owner of a chop shop.
When Anthony and Peter Waters brought him a Navigator which they stole from Rick Cabot and Jean Cabot, Lucien refused since the car might be traced by some blood stains it has from when the two accidentally ran over Choi Jin Gui.
When Anthony later brought Choi's van, he and Lucien discovered a number of Cambodian immigrants locked in the back of the van, revealing that Choi was involved in human trafficking. Lucien offered Anthony $500 for them so he can sell them but Anthony refused out of disgust, so Anthony drives the van to Chinatown and sets them free, giving one of the men a couple of twenties to set them up.
Lucien later became a target of the Anti-Hunters, though, his death was inevitable when his trap was inescapable.
